"Yeah, well when beta particles are emitted they're all happy and bouncy and carefree, and they throw excess kinetic energy aaaall over the place. Well.. ya can't really DO that, so a neutrino is emitted along with it. It follows the beta particle around with a quantum broom to sweep it all up.
